If you check the YTCA website, the standard for pups is black and tan, so I don't think puppies will have a problem but the standard for adults is Blue and tan - only. Black adult coats is not listed in the breed standards.
Black coated adults would be considered off standard since the August 2006, disqualification ruling that was made to disqualify parti-colored and
colors other than specified in the standard, was made.
