Of course there are exceptions--breeders willing to place dogs with the rights under the right circumstances, but not just as a general practice. I think that is what myfairlacey was getting at...those who do--or maybe I should say, those who won't do it--everyday without working out many fine details with the new owners first. It shouldn't take paying more to obtain full registration. Full registration should only come with a show quality dog that can be championed and then bred.
