If your dog eats only dry food, there is barely any moisture in it, so they usually drink a lot more water if they don't get canned or homecooked food. They need moisture from somewhere. I wouldn't discourage drinking water at all.
I never restrict water intake for my dogs. I want them to be able to drink water whenever they are thirsty regardless of what time it is. I can't imagine not being able to drink water when I get thirsty.
Unless he is excessively drinking water to the point where you think he has a medical condition, I would say let him drink
