A healthy ear itches minimally. No more than an infant discovering something attached to their ear because of sensitivity or just because there's something new there and potentially scratching themselves with their little nails.
That's how I view it. I really see very little difference between the two and both can be taken care of afterwards very similarly.
If you're to pierce, clearly do it at the base of the ear where it nears the skull. |

While a healthy normal dog might have minimal itches/scratches, their minimal scratching action can cause infections and damage. I don't agree with babies having their ears pierced either but it is a lot safer and more common to have a babies ears pierced than a dog. There's no reason to try to turn a dog into a human. Dogs are not meant to have anything pierced for our amusement. In my opinion, it's cruel.
