Interesting, we do not have that in the UK. My dogs are
always on a leash/lead in the streets and I have a secure back garden/yard. However on our daily walks once they are in a safe park, woods or nature reserve they go off lead because they have very good recalls. They do not run off and are not allowed to approach other dogs or people without being invited.
