For the most part they do work. I know of only 1 dog that it didn't work with and he was really stressed out in the car.
Shelties are natural barkers. Have you tried the water bottle on your Sheltie? Does it work? If it does then the collar will work. However, if they are really stress out about a sound or a noise, then the bark collar will not work.
I would suggest buying the one with the ON/OFF button. Better for training. You can leave the collar on your dog even when you don't want the collar to go off. I bought mine for about $100
