I had this same problem with Murphy until about three weeks ago. When I took him in my backyard (fenced) to release some of that puppy energy, I could not get him back into the house. The more I chased him the more fun he was having. How frustrating!! He is in puppy kindergarten and is still working on stay, but he finally learned come.
Find a treat that your puppy loves!!! Break it into small pieces. Show him the treat and say come. When he comes reward him for 20 seconds while saying good come. Do this every time you say come. The treat and praise needs to be the happiest of events.
This worked for Murphy. He loves string cheese. He only gets this when I say come. While I was praising I also said the word cheese. In the begining I would have to say come and get some cheese. Now three weeks later I will walk in the house and say come. Murphy comes in the house and will sit by the refrigerator while I get him a little piece of cheese. The big test came last week when I opened my front door to let someone in, Murphy went on my front porch. I said, "Come get some cheese." He followed me in the house.
