Welcome and congrats on the new baby, neighbor! The itch might be fleas, skin irritation or allergy. It's hard to say. Have the vet do a skin check. Baby's skin could just be dry. I can't answer you on the hair. I'm far from an expert as Gracie is my first Yorkie baby. I know what it feels like to be a first time anxious mom. Just ask questions, people here are really great.
