She has gotten razor burn and it was itching her and now by dragging herself around she has made is worse and raw.
This happened to my Roxy. I took her to the Vet. He gave her a shot, rubbed some 'stuff' on her privates and gave me an antihistamine to give her for 7 or 10 days.
The problem that you have now, is that it is raw and she is licking and she will NOT stop doing what she is doing and it can't heal and may even get infected.
I think you should go to the Vet (sorry)
P.S. Now you must tell your groomer to never do that again
