That's what I was going to suggest if you didn't want to give up your right to a safe dog park. Depending on how quickly the authorities arrive, your "dog pack" might be seeing that you're frustrated and packing up and leaving before they get there. But if you made a drive by, saw that they were there, called the authorities, gave them a few minutes to get there, before actually "arriving" at the dog park. It's sort of a set up, but it might be a better chance of resolving the problem.
