My dog Sig is bony and 5.7 lbs and is a very fussy eater. We tried Merrick but had the same prob of him spitting out the veggies and he also didn't like the liver. We switched to Evangers with some success - he loved their drummettes as it has actual chicken drums, a little bit of pasta and a little bit of veggies. He ate decently and the food seemed great.

Recently, we attended some events (including Broadway Barks) and discovered Trudy's homemade. Its made in Hell's Kitchen in NYC. I of course told the owner that if Sig liked it, I would buy some - its a pretty safe bet as he never likes anything (including treats). To my surprise, he loved it as did my mom's Yorkie (4lbs but less fussy). He eats about twice as much as he did with Evangers (which was about twice as much as he ever ate with Merrick). We have been sticking with Trudy's for about 3 weeks. Major change is in a decrease in the tear stains (no smell and less red).
