I went just through the same situation. Last year, someone bought the house across the street and over a bit from me and decided to rent it out. The tenants he rented to played loud music at all hours of the night, had wild parties, watched X-rated movies in the garage on a big screen tv (refusing to put the garage door down), and had an aggressive pit bull that they refused to keep on a leash and tried to attack me on my own patio one afternoon. And this was just for starters.
So what I did was find out who the owner of the house was through tax records and I sent him a letter explaining what was going on. I also mentioned that they were tearing his house apart. I wrote him and the home owners association a new letter every week and two months later they were gone and the house is now up for sale.
I guess that won't help if they own it. If they only rent, it might be a place to start.
