I do not know anyone who has done this. I could never do this and think it pretty cruel. If you think about it, would we want someone taking out our voicebox so we could not talk. Think about how said an animal would be. I would just be devastated. If someone can't stand the barking ect, then in my opinionthey should not have a dog.
