he doesn't feel safe when he is walking. Maybe try walking another route for your walk with less dogs
. You need to maybe be the mediator between the scardy cat and your other two dogs to help him gain confidence. With better socialization between him and your other dogs maybe he will gain more confidence as he will know that he is part of the pack and the members of the pack will help protect him.
