I wonder if you could dispute it if there weren't signs anywhere stating what the rules are about taking dogs on the train. $25 isn't much but it's the pinciple. If I had my dogs on a leash and received a ticket for not having them contained, I would think that there should be explicit rules stated somewhere that the dogs need to be in a kennel. You should have received a warning...
