You can go the inexpensive way with an expen from petedge. Attach it to the front of a wire crate (leaving the crate on the outside of the fence so as not to take up room on the inside and leave tie the crate door open so it doesn't get shut accidently). Put a blanket over the crate to keep the draft out and to make it den like. Put a wee-wee pad at the opposite end and attach a water dish to the side of the pen so the puppy can't tip it over while playing. Give the puppy a nylabone chew and a toy without a squeeker or anything it can take off and choke on. Leave the TV on animal planet or put the radio on a station that plays instrumential music. Don't leave the puppy in that pen for more than three hours at a time though. You should have someone who can take the puppy out to play and potty throughout the day, or they will have behavior issues. They are social animals and need to be with another dog or person all the time.
If you think the puppy may be able to climb out, then just put a sheet over the top of the expen. This usually stops them from climbing.
