Pad training/litter box training takes due diligence and can be done while using crate training as a means of control until it is time to go, just have no pads or bedding in there (except perhaps a white towel, if you notice it's being pottied on outside of the schedule you're trying to set, then your pup doesn't get any bedding at all.). I think we will start crate training him to go on the pads like you said. Because in the winter, it really is too cold for him I think to go outside. When we used to have a dane and took him out on cold days, we only ever saw the big dogs going potty outside. It's just too cold for a small dog I think. Putting the pee pads in a littler pan is a great idea! I'm glad you suggested that because he goes on the edges all the time and sometimes not quite on the pad at all. We will try that for sure.
