I have 2 yorkies, Missy is 11mo and Max is 9mo, I brought Max home after having Missy a few months and she was fully potty trained, I had to start all over with him. It wasnt too bad, I think it helped him learn by watching her.
It sounds like you are doing great so far, keep it up and they will get it. It could take a few months.
