If you can get hr more on a schedule for going potty, like crating her and then letting her out every few hours and put her on the pad until she goes. Or, if you are there with her, keep an eye on her, and everytime she starts walking around, keep putting her on the pad until she goes. They usually go after waking up, and after eating. And when she goes on the pad, praise her ALOT and give her a treat. Good luck!
