I would try putting some of her urine on the pad, and maybe make the pad area bigger. They make some scented stuff to spray on the pads that can help lure them to it. My boys use the pads while I"m at work (9 hours), but I've noticed lately they've been waiting til I get home and take them outside to poo. It works out nicely for me.
