Did you pick up the puppy from the breeder's home? Did the puppy fly to you? There is no excuse for that puppy to arrive like that.
Be gentle --let him see you coming. Call him by name and rward him for coming with praise and a treat. Perhaps he was crated and needs to be kept in smaller quarters and gently exposed to the rest of the home.
