The way a puppy comes from a breeder tells me all about the breeder without words...I don't care who they are, big name or a nobody...
There is a big difference in a pup who has perhaps gotten sick in shipping and messed themselves up and a poorly cared for puppy...you can tell so easily one that has been cleaned up for selling and one who has gotten regular care.

A reputable breeder does not let a puppy go out the door dirty and unbrushed, matted and in need of grooming..no excuses are excepted! If the breeder is not able to groomer their pups, then hire someone to do it...and it sounds as if he has not been well cared for in any area...take him to the vet for a check up..stool, ears etc...groom him daily, good diet lots of hugs and kisses, kind words and he will improve no doubt...it sounds like he has not bonded to humans very well..another area where the breeder dropped the ball...of course, we can all get a shy or bashful pup who needs extra time to adjust..but the ethical breeder will tell you exactly what the pups temperament is and what is needed to help him adjust as easily as possible.
