that poor baby - it sounds like he's had no love and doesn't know how to react to your touch - no puppy should smell and have matts like that and shame on whoever let him get in that condition

Good luck with him...I'd take it one day at a time until he settles in and realizes his new good life is for real - and as far as his coat - I'd just use Puppy Tearless shampoo on him and maybe a little Johnsons Spray called No more Tangles and just give it time.
