I don't know about that fine. It seems like you could get off by saying you didn't see the sign.

Its not a matter of size, I think its a matter of keeping the dog in an enclosed carrier. If they can keep their mastiff in an enclosed carrier, where if he pees or poops, its in his carrier, and where no one can be bitten and no merchandise can be damaged, and no fur can get in anyone's food...then so be it.
