Have you used a halter and leash on her? If she goes well on it, try taking her out on the leash and then take her back in after she has gone. If she's not trained on the leash, good luck!

Honestly, does she have toys outside that distract her? I've read in the past that puppies don't even know they need to go until they are doing it before they are four months old. I don't know if that is correct or not.
