Being a retired health official, I can tell you that from where the contamination point is located, it may take up to several hours to a few days to reach the tap--depending how far you live from the resevoir tanks, and how much water has been used. Water is pumped to the tanks, then distributed to the homes. These tanks will need to be flushed and refilled. He shouldn't have any ill effects from the water. Animal tolerance to bacteria is incredible. Where humans might not be so comfortable.
