this is awful..you hear more and more of this happenning
i had forgotten until i read this post that we had a "family" across the street that kinda of did this. the daughter would take dogs out of people back yards and claim she found them and would tried to turn them in the the shelter we worked for, then we found out what she was doing and let the authorities know. they would also call the animal control on people on the neighborhood after that, stating that the dogs were barking and they tried to the get the people in trouble that had turned them in. They are a weird family, the father left to become a woman which i know is more and more common but whew!! thats the uglies woman i have ever seen...lol
