That can happen if one female has had puppies and then another one has them in the same household. I have a female that had two litters and the got fixed. Our second female has her first litter and the fixed female would try to take a puppy. Needless to say they stayed separated for awhile. The mom is so mellow she let her borrow one after about 5 weeks. Prior to that they stayed apart as it was safer. I agree it was just a freak thing when the second dog just wanted a puppy to love too......Yorkies can be very maternal....
