Your neighbor obviously didn't get the point yesterday when you were polite, so it's time to be much more firm. You might want to try telling them that you don't want to create any friction (they appear to be doing a good job of that on their own), but that their coaxing must stop. Give her some consequences such as you will contact the police if it doesn't stop. What your neighbor is doing is very wrong, and for her to continue doing it after you already asked her to stop is inexcusable. She is putting your dogs at risk.....
