Not to say that it was the owner's fault but if there was a previous 'threat' then they should have attempted to solve the problem. Constant barking that can be heard by neighbors in my neighborhood is a major problem that HOA deals with. A neighbor once had to remove his dog from his property for barking so much or else he would be ticketed and fined for violation of his deed.

But for a tiny dog, or any dog at all, barking is not a crime. Why kill something that is so lovable and harmless? Why not talk it out and see if there are possible resolutions? I hope they find the person that did this.
