I didn't have much luck in NY but how about NJ? Depends where you live in NY, Sandy Hook beach has areas (non - attended by lifeguards) where you can bring your pooch to. I saw people walking dogs there. The sand isn't as nice as those 'human only' beaches but it's clean and you still can lay out with doggies. I'm planning to take Pepper one of the next weekends.
