  I don't have this problem because I have flat out told my parents (love them to death) that their lifestyle is not apporpriate for a small dog. Tried to let them have one ONCE. They had him all of two days and when I called to see how he was doing and got no answer I panicked...drove to their house because I had a bad feeling...found the little one hooked to their front porch on his leash in the rain and they weren't home. I took him home with me and tried calling and calling and got no answer. Finally the last time I called left a message saying Look, I took the puppy back, call me if you want to know why since you aren't returning my calls!!! My mom picked up and was hysterical. Here she was upset because she thought they were going to have to tell me someone stole him. I told them I had made it plain that this was NOT an outside dog and that I found it very irresponsible to leave such a small dog outside PERIOD. End of story. They don't ask us for them now.
 Now if my brother was into small dogs, I would consider allowing him to get one at a resonable price, but not free. But he is into big dogs so that isn't an issue either.
