Just wanted to say I hope this all gets worked out for everyone involved. It shldnt take months for an understanding to be reached between everyone, I cant even understand if there is/was a problem going on in someones life why a explanation could not be offered. With the same quickness a breeder responds to potential new families the same should follow after placing them in their new homes.
I would not and have never bought without papers in hand. I can respect a spay/nueter agreement or papers after proof of surgery but at the very least a copy of the pups registration shld be given to the buyer along with the puppy. One of the first things done after having a litter is registering them.
Yes you shld get your papers or a partial refund for being sold a puppy with no papers. Good luck!
