So Sad That's awful!! We had next-door neighbors who had a Shar-pei and they never brought him inside. Granted, he had food, water and shelter - but IMHO that isn't enough! This dog was on a short run leash (I don't even know what they're called) and it allowed him to get into the hot little house and reach the food/water, but no one ever went near him except to fill his bowls. He sat there day and night unloved, unattended. One time he managed to get caught between their yard and my yard, under the fence, and another neighbor and I managed to free him even though he was becoming vicious. Dogs that are chained all day and un-cared for become mean, it's a fact. Eventually the neighbors got together and told them that they couldn't take it any more and I guess they got rid of him. One day he just wasn't there any more. I think the biggest question to me is: Why even buy a dog just to chain it in the yard and ignore it? A few days later they were showing off their new Chihuahua and not too soon after they moved away. We have wonderful neighbors now and they have a 95-lb Boxer who is madly in love with Kalina. He just sits and waits for her at the fence...it's so cute.
