I'm so sorry you had to go through this. Were the pups early? Did the mother seem to be in distress? Makes you wonder what the vet was in such a hurry about? If after birth had still been present it would have still worked out when the second pup was whelped. I've never heard of a vet pulling it with forceps. My vet believes that after birth will be reabsorbed and is no problem as long as infection isn't indicated. I would definitely discuss this with your regular vet, it needs to be looked into.
