Default Fussy Eater

Hi guys,I have a 5 year old yorkie who has always been a fussy eater, When I put his food down in the mornings 9 times out of ten he will walk away from it, at this point I have to pick it up off the floor as Holly who is 9 will eat it, and she has a severely sensititive stomach, which we are trying to get to the bottom of at the moment,she is eating royal canin sensitivity food at the moment. so this is really causing me a nightmare. If I do put it down for him at a later time I really have to watch out for Holly eating it. and I sometimes forget. (then we have holly with really bad dihorreah,I rehomed her and she was badly treated previously and she won't ask to go out for a toilet, so she does it in the house NIGHTMARE)
I feed them again in the evening which he may or may not eat, he usually asks for food late at night cause he is so hungry. I don't know whether to just feed him once a day as he might be hungry enough to eat? another problem he has always had is if he hasn't eaten and he's hungry he will sick up yellow bile.
I started feeding him chicken and rice cause i thought he'd prefer it, and he liked it to start with , and a few meals after he looked at it and turned his nose up. AAGHHHHHH

What should I do with my fussy eater?
