I agree with jp4m2 and redvett.... crate him if he doesn't go when you are out, then try again in a few. It's like having a little baby again, but it will be temporary. Phoebe is 14 months, and still has accidents, but mostly due to us getting distracted and not seeing when she needs to go. It IS frustrating, but if you had it done before, it will come back.
