Gizmo would not use the washable piddle pads at first. Then I remembered that he had been paper-trained! So, I put him on newspaper and he piddled! Yea!! So I put the newspaper on TOP of the piddle pad and he piddled just fine. I gradually reduced the size of the sheet of newspaper until he piddled directly onto the pad. Since then, he's done well. I still put in a small piece of newspaper whenever I wash the pad, but I think I can stop doing that soon.
You might try the same thing with the disposable pads.
