I have a male maltese who could not be trained either. Although, I never tried keeping him in his crate for very long. Though it didn't matter, when I returned he'd have urine and feces everywhere! I know its frustrating! So-the crate didn't work for him. I had to keep him literally by my side in the house (he would also lift his leg!) and frequently take him outside. At night, I had to put his leash on him, in his bed, right beside my side of the bed, in order to "trust" he would not get up and be naughty!

I am hoping you have better luck with an xpen, if you decide to try that - however my dog would climb over mine So you may have to find one that he can't climb.....
