Well, not necessarily. I kept Hootie in a crate that was large enough that I could put a pee pad on one side and her bed and food on the other. It served the same purpose as an x-pen because it was bigger. If you don't wanna go with an x-pen, I would go with a larger wire crate that he has room to move around in and room to put a pee pad AWAY from his feeding and sleeping area.
