You may want to look into washable pee pads.

Please realize however, that this is not a cure for the problem but I guess its a start at least.

As for the baths without shampoo, you are still going to be stripping away some of those needed oils and you run the risk of not getting all of the urine off of him and causing urine burns on his skin.

You said you were trying to figure out where you had room for the x-pen. You don't have to get a really big one and you could use a playpen as an option. You can get a really good inexpensive one at Target or they sell them at yard sales all of the time. You can get one for about $15. Anything would be better than the crate.
