How about this? Find a better way to train Tanner so that he's not laying in his own urine everyday!!! Stop crating him for 20 hours a day, and pay someone to come and take him out. But, I doubt you want to spend anything else on him since you're worried about what pee pads cost. Did either of you do any research at all before you bought him? Owning a dog is expensive, so if you can't deal with that, then rehome him with someone who will give him the life he deserves. Yorkies are somewhat high maintenance, and I think they are the wrong breed for you.
