Can you keep the cats in a different part of the house or keep Winston in your room when you aren't home?
Maybe work on it while you are home. Have him in the play area and when he starts barking you can reinforce that that's not supposed to happen.
Or you can just bring Winston to my house - that will stop the barking all together.
