After she eats put her on the pee pad until she does her business and don't let her off until then! It was the only thing that worked for Bella.
It also helps to have to pee pad in a litter pan. I don't use litter at all, I just put a pad in the pan and durring training kept her in there until she was done.
Be patient and remember they are just as needy as real babies.
