We sometimes have horrible weather here. You name it - blizzards and ice, heavy downpours, and high wind with thunderstorms and lots of lightning. So, I've always trained mine dually to use pads in the attached garage at night or in bad weather. It has worked out great. They always preferred to go outside when it's nice, but not at night or in bad weather.
