You're not crazy! It's interesting about the symbol, though...who knows what he was really trying to do? It's weird how he wouldn't tell you adn instead said he didn't know. Why would he not know? He's admitted to doing it? It's a good thing that you CAN tell if a little guy has been neutered, because if you couldn't I would start to wonder if he even did that! And I can see why they might want to tat a female that they are spaying (not a male), but also think they should have to ask permission first. If you say no, then they shouldn't do it.
