Mine really hates to go outside in the rain; it is more that she doesn't want to get her feet wet. But if I go out and walk her to where I want her to go (and I get wet too), I can get her to do her business in a big hurry. Usually she will potty outside, but often we find a surprise in the house on days when it is raining. She just doesn't want to stand out there and get into position long enough to get the "job" done?
