Say it is a tattoo, I think you would have to get written proof from an expert (a tattoo artist or another vet) and probably take it to small claims court. What are the damages though - in other words, you would sue him for money, but for what exact damages? I watch too much of the People's Court, but I think you have to prove why he should pay you money - what damage was done to the dog or to you or what contract did he break, etc. I'm not saying you shouldn't take it further, I'm just saying you need to show real damages. Maybe the tattoo itself is a damage, or maybe there's a contract of sorts when you go to a vet.
