I was really hoping this was going to turn out okay for that little guy, but if he was really an elderly dog, you had to let him go back to his owner. You yourself said he seemed to be looking for something, someone he loved. To take him away would have been devastating to him. I do hope she learned from this, that it does take more then just feeding them. But I do think he was loved and yes, maybe neglected but not necessarily abused. You did exactly what I would have done, cleaned him up, made him feel and smell good, and found his rightful owner and told her you would help make sure he was taken care of in his final years. May you always be blessed for doing this!!!
