I think it's more important to be in control of the good behavior first. You must train her first to what you want. That is why keeping her on a leash and training her on the "come" command is important. (see FirstYorkie's comments) I think that you need to set aside training times throughout the day and/or week. Practice all the good behaviors. Take her on the leash and practice going out to the road and give her a big Uh-Uuh or a sharp loud noise, like FirstYorkie recommends. That is going to teach her that the road is not "good". Disciplining and training are really all in the same instance. The first year of your puppy's life should be about training on the acceptable behaviors.
Some people keep a spray bottle of water or can of pennies (loud noise) as their source of discipline. But understand, the discipline cannot come at a time that your puppy is loose and running away. At that point the only thing you can expect is to do damage control.
